Apply for an import or export licence

Register as an importer or exporter and obtain the licences you need to move goods across Ghana's borders. GRA Customs Division manages customs declarations and controlled-goods licensing.

Before you apply

Register on the Ghana Integrated Cargo Clearance System (GICCS) / UNIPASS platform, which is the single gateway for all import and export declarations. Confirm whether your specific goods require a sector permit (e.g., from the Food and Drugs Authority, Environmental Protection Agency, or Ministry of Trade).

Step by step

  1. Register your business on the UNIPASS platform at gra.gov.gh/customs.
  2. Obtain any required sector-specific permits from the relevant regulator.
  3. When importing or exporting, lodge your customs declaration (Bill of Entry or Export Declaration) through UNIPASS with full shipment details.
  4. Pay applicable customs duties and taxes using MoMo or bank transfer.
  5. GRA Customs will release the consignment after clearance inspection (physical or documentary, depending on risk profile).

After you register

Keep a record of all customs entries and duty payment receipts for at least 6 years. GRA Customs may conduct post-clearance audits. Inaccurate declarations attract penalties under the Customs Act, 2015 (Act 891).
