Apply for a local business operating permit

Get your business operating permit (also called a business operating licence) from your Metropolitan, Municipal, or District Assembly (MMDA). All businesses operating in Ghana must hold a current permit.

Before you apply

Confirm which assembly covers your business address. Some assemblies allow online applications; others require in-person submission. Check with your local assembly before gathering documents.

Step by step

  1. Obtain your business registration certificate from the Office of the Registrar of Companies and your business TIN from GRA.
  2. Obtain a fire safety certificate from the Ghana National Fire Service for your premises.
  3. Complete the business operating permit application form at your MMDA.
  4. Submit all documents and pay the permit fee.
  5. An inspection officer may visit your premises to verify compliance.
  6. Collect your permit certificate once all checks are cleared.

After you apply

Display your permit prominently at your place of business. Renew it each year before the expiry date — operating without a current permit is an offence under the Local Governance Act, 2016 (Act 936).
